Battery chargers are found in most railway depots and workshops, this type is mounted on a 4-wheel trolley to allow ease of movement around the depot, and is typical of those used to charge locomotive batteries. 
Most battery chargers have selectable voltage outputs to cater for different types of locomotive, for example, most early British Rail main line diesels have 110Volt systems, whereas Class 08 shunters are 90Volt and some modern locomotives work with 74Volts.
The model is represented as if it is stored in the workshop awaiting its next duty; with the input and output cables coiled on each end of the trolley.
This product is supplied unpainted, it is recommended to apply a light coat of primer before painting to suit your depot or workshop scene.
